Some workers question layoffs, but mayor affirms need to cut work force. A union leader told Bethlehem City Council Tuesday that he plans to file a grievance if the city replaces full-time employees with seasonal workers as part of the no-tax increase budget that calls for the elimination of 54 jobs.

The UK pensions ombudsman has rejected a decision by Telegraph Media Group to exclude a former part-time sub-editor from its pension scheme, in a move hailed as "step forward" for similar cases.
