DERBY — Nine full- and part-time Griffin Hospital employees have lost their jobs in a restructuring move.

Director of Marketing and Communications Ken Roberts said the announcement was made late last week. In addition, some departments had to cut employee hours by four or five hours a week, and 28 vacant positions were left unfilled.

He said Griffin President and CEO Patrick Charmel told employees at meetings in January and February that "volume projections weren't what we expected them to be."

One employee familiar with the situation, who asked not to be identified, said Charmel "agonized" over the decision to make the cuts. The employee said the workers received a severance package and six months' health benefits.

Roberts said making the reductions "is something we at the hospital try to avoid at all cost."

He said the hospital "didn't receive the volume growth across-the-board that we had anticipated" in the last fiscal year.

The restructuring was partly needed because of "unanticipated reduction in reimbursements" to the hospital from the state, he said.

"It's a sign of the times," Roberts said. "Every hospital in the state" has been making the same kinds of decisions. "You don't have control over much of your expense base."

Griffin has about 1,000 full-time employees and about 1,200 total employees when part-time and per diem workers are included, he said.

The hospital has been repeatedly named by Fortune magazine as one of the 100 best companies to work for, including in 2009.

Letter: Oroville's changes at the top baffling - Enterprise-Record

I have been following the actions of the Oroville City Council for years. Their most recent action of appointing the city fire chief as the city personnel officer makes me wonder if any of them have any common sense.

First, I believe the fire chief is a full-time job. And I believe the city personnel officer is also a full-time job. This appointee is a prime example of double dipping. If the city fire chief is not a full-time position, he should be paid as a part-time employee. Ditto for the city personnel officer. Have these councilors made appropriate salary changes to reflect him working two part-time jobs? I think not. Additionally, how will he mediate any grievances from employees of the Fire Department?

I cannot understand such a bizarre decision being upheld by a majority of these city councilors. It makes me wonder if these people all think they are above reproach. I hope that offending councilors will be swept out of office at the next election.
