Letter: Oroville's changes at the top baffling - Enterprise-Record Posted: 16 Apr 2010 11:55 PM PDT I have been following the actions of the Oroville City Council for years. Their most recent action of appointing the city fire chief as the city personnel officer makes me wonder if any of them have any common sense. First, I believe the fire chief is a full-time job. And I believe the city personnel officer is also a full-time job. This appointee is a prime example of double dipping. If the city fire chief is not a full-time position, he should be paid as a part-time employee. Ditto for the city personnel officer. Have these councilors made appropriate salary changes to reflect him working two part-time jobs? I think not. Additionally, how will he mediate any grievances from employees of the Fire Department? I cannot understand such a bizarre decision being upheld by a majority of these city councilors. It makes me wonder if these people all think they are above reproach.
